Even before the AT&T sales started, there was a collective groan caused by the most anticipated phone being locked onto the least robust network. Prior to the iPhone, the AT&T or Cingular networks were not known as the place for data or data devices. They had little to none in that arena. Verizon had a few generations of PDA devices. T-Mobile at least pretended to be a data network (there early, but they stayed slow). You are kidding, right? Guess the Treo 650 I had on AT&T for 2 years prior to the iPone with a data plan was a figment of my imagination? Or the Sony Ericsson T637 that I had before that (with data) too? Or all those with Blackberries on AT&T? Or those with Win Mobile phones?
Please, AT&T has had data for a while. As did Cingular. Not super fast. But neither was Verizon's IS-95 data back in the day at a blistering 14.4k BPS if you were lucky. Yes, that's slower than dial up. On Verizon.
Verizon's 1X was slow for penetration as well and there are areas of the country that are still waiting for it.

I'm probably just as much a PDA fan as you, and I regularly checked AT&T (pre-Cingular, which really didn't have good Portland offerings until just before the merger) and found them very disappointing.
