As for managing an economy, that is not really what the game is about. At its lowest level, you manage a citizen that communicates (social networking) with other citizens around the world. The citizen of course works and spends money. So yes, you manage your money. (There is not much to this really.) The citizen can own businesses, which then brings a lot more monetary involvement.
