Fiber -- not free, just "helped"

Actually there are small FTTH ISPs (such as »www.paxio.com) who are eager to extend their reach but they just don't have the borrowing capacity to extend. The availability of capital in the US is really terrible after the financial crises and bailouts. Nobody wants to lend to small business. If the govt just backed low-cost "infrastructure" loans, then capitalism would to the rest. Capitalism, after all needs capital!
