Why do we need a new infrastructure deigned by the government? Can they just pay for customer's broadband bills? I think this is none sense to start from scratch. They should deploy their own infrastructure where broadband is not avaiable. but ISP's that already have it setup they should just pay the bills for the customer's.

Since the tax payers (the government) are the subscribers, you're suggesting that we should all pay our own bills? I agree.
