Looks like an outside plant issue. Like beachintech said, the levels are screwy. I'd guess it was a bad tap/plate.

Uploads were causing a problem for me for a while, and it turned out to be an amplifier down the block a way; it wasn't tuning well and staying in band so there was a bit of interference. I had a problem where my modem was rebooting often [at first every couple of days, but later several times per day ... SB6120 latest firmware]. The issue was finally determined to be a combination of the bad amplifier and the jack they put in where the cable comes into the office from outside of the house.
