Are livery cabs in NYC allowed to have out of state plates?

If the cab displays a Orange or White diamond in the front window with the TLC logo then your good to go.
Also if they display a little purple/white circle in the passenger window then your good as well.
This means the vehicle is in compliance with the NYC TLC and can operate here.

| Yeah that's also kind of why she looks for the plates and only calls the taxi company she doesn't like to wave any down.
