Actually, the "easiest" way to get a 310% speed protodrake is to buy a Mysterious Egg (»www.wowhead.com/?item=39878) every week from the Oracles tribe in Sholazar Basin. There's a 4% chance the egg will hatch as a green protodrake. You just need to get Revered faction with the Oracles to get the egg.
