To get the max discount you must be exalted with Honor Hold (Alliance) or Thrallmar (Horde) which is where the new trainers are to train. So it depends on your Honor Hold (Alliance) or Thrallmar (Horde) reputation.

You must not be exalted , as I said above ..it's only 4k gold

Expert Riding (Skill 225)

* 150% flying mount speed; 60% land mount speed
* Requires level 60
* Cost: 600 gold (faction discounts now apply)
* Mount Cost: 50 gold
* Can now be learned in Honor Hold (Alliance) or Thrallmar (Horde)

Artisan Riding (Skill 300)

* 280% flying mount speed; 100% land mount speed
* Requires level 70
* Cost: 5,000 gold (faction discounts now apply)
* Mount Cost: 100 gold

So if you were exalted .. it saves you 1k gold. Flight training would be 4k gold with faction discount.

Faction discounts now apply for all the training except cold weather flying. I believe the mounts are slightly cheaper as well but that I am not sure of.
