[Speed Problem] download speed so slow

I recenetly changed my plan with EL from Free standing DSL Plan 6mbps to Bundle DSL and Home Phone speed up to DSL 8.0Mbps (as advertised). Was promised that my download speed will increase.

Before I switched my download speed was between 350 - 400 kbps not meeting what was supposed to be at 6mbps.

Now my download speed doesn't go up to 200kbps. A lot slower than my usual plan. Chatted with technical support and was told that it's because of the website I am downloading from. Which I did not believe.
Anyone here from Earthlink who can help?
