yes Google doesn't allow some apps. Such as the device being thethered. You should know that by now since it was covered before on the last GoogleOS phone.
But since it was a Google product it was okay and doesn't need any gov't regulation such as the iPhone.
You can easily download and use a tethering 3rd-party app outside the app store. That's why it's ok for Google to not have it in their app store.
