theoretically possible, but HIGHLY impractical from a point of feasibility. this assumes the pulse does flood the camera to all white, which would be easier, but still not that realistic to do because of the high frame rate needed. going off another assumption, all someone would have to do is make a 'jammer', something to constantly send IR to make the camera useless.
