Obviously they aren't working very hard, but that doesn't mean they aren't at work behind filters. His statement is the truth and he was pointing out a common fact on this site: It isn't blocked by work.

My company allows it (so long as it is your time) and you don't visit inappropriate sites. And yeah, they do have blockers in place for the obvious locations that you should never visit from a place of business.
I'll also agree with you and suggest that the bulk of browsing done during work is not on the employee's personal time. |

You can't come on here and make sweeping statements about what people do on thier worktime. How are you to know if they only read this forum at work for ten minutes during a break or in-between back to back conference calls?
Guilt should only be used by religous types and nagging mothers.
