Depending on how the water table in your area works this sometimes can make sense. If you have a access to the same water table that feeds a city's reservoir then in a drought situation you're on the same water grid even if you aren't getting the benefits of water treatment. It's one of the reasons that almost no deeds being sold now contain water or mineral rights.
