Time Warner seems to wait until their hand is forced by the competition to do anything, and when they do, it's pretty half-assed. Internet speeds vary by zip code in the LA area. Areas without U-verse or FIOS tend to get slower speeds. Pathetic. At least they're pioneering consumption based billing.

| Hell there's U-Verse here and we're still stuck with shitty upstream. Yeah yeah my downstream may be 7 megabits, but I'd take a downstream cut for some upstream any day. I don't even get half a meg up!  I'd rather have 5/1 than the 7/~400ish I have now.
