Cost of upgrade

I'm not entirely certain, but the spectrum in use might dictate the costliness of the upgrade for the carriers. I mean, I know with dual band UMTS/GSM (850/1900MHz) and CDMA (900/1800MHz) in this country that the carriers prefer the lower frequencies because they have better coverage/reach from the cell site. That being said, will LTE in the 700MHz range have greater reach per site vs. the much higher 2500MHz spectrum for WiMax? I'm sure there could be other mitigating factors. Anyone have any insight on this?
