Yes, but you can't force the Pre to roam, so it would just barely hang on to the Sprint network instead of switching over to Verizon.

Sprint took away the option to force roaming on all of their new phones, which is a bit of bummer. The problem you are having sounds device specific, as both my BB Tour and Curve will take the strongest signal. It's still a problem when I am in an area that has nearly equal signal strengths, as the phone will switch from one to the other, causing all types of problems, as you could expect. It happens with less frequency with my Tour than it did with my Curve, so perhaps the newer firmware is better at handling these types of situations?

you have to go to dial pad, pull down the tab( top left) and enable roaming on pre. By default data roaming is disabled.
