Fiber-powered connection using TWC loop for lowest price

Just got a quote back from Cogent today. Utilizing TWC's fiber into town, they were able to get loop prices down around $2200 on a three-year contract at a 100 Mbit commit. So $2800ish plus a relatively low install fee (less than the MRC) for service to the following address:

Fredericksburg, TX 78624
NPA-NXX 830-990 or 830-997

I'm bringing this location up again because I'm assuming everyone here went the route of looking at copper-based loops. Unless there's a miracle, there's no way copper is coming anywhere close to the above price. Even more interesting, TWC appears to have decided its bandwidth is worth $35 or so per Mbit on a 100 Mbit commit; their pricing bottomed out at roughly $6000 MRC + installation-based MRC and NRC for a five-year term.

So my question is, with the above address and the knowledge that TWC fiber is the cheapest loop option available, how close can you come to $30 per Mbit on a 100M commit?

Not asking anyone to beat Cogent unless they want to; having a 200M BGP blend would be ideal. However anything above $60 need not be mentioned; another provider (I'll bet they'll end up as the ILEC in five years, HCTC) said they could beat TWC's $60-per-Mbit price at that commit and their bandwidth is pure Level3.

Basically I've found gold price-wise with the Cogent connection, however due to their peering disputes etc. I want to multi-home at the same commit with another provider at a reasonable price. Any takers?
