Soon as congestion occurs, blame "Bandwidth hogs" and institute filtering/blocking/capping/overcharges etc etc
It's called a scam. As usual though when done by corporations upon people it's 100% legal. If a user should try to get what they pay for from a Corporation however, then that's a CRIME.
