kudos:1 | I believe this is actually a fairly common network management practice in European (and possibly other) markets. For example, "SamKnows" did a study of UK ISPs last summer that revealed this behavior in a some UK ISPs. (SamKnows is used extensively by Ofcom, the UK equivalent of the FCC.) A year and a half ago when we developed our new congestion management system, we looked at this style of system, where all non-HTTP traffic is throttled to a set speed at certain peak hours -- and we took a different path as many of you know.
