Here's a proper analogy for you. I pay FedEx to ship a package, but put that FedEx box into a UPS box to deliver it to the FedEx dropoff location. I'm paying both, so I can guarantee you UPS doesn't care what's inside the box I'm paying them to ship.

Data is data, in small packages (packets) so AT&T shouldn't care WHAT that traffic is as long as it doesn't unreasonably burden their network. If they allow music streaming apps, then there should be no reason to not allow VoIP apps.
