Service outage in Jackson Heights, NY

My elderly friend in Jackson Heights, Queens, NY just telephoned me and said her television just went 'black.' No programs showing. She said she called TW 718-358-0900 and got recording saying service was OUT in her neighborhood. No other information. She was unable to talk to an actual person. There was a message to leave your telephone number and TW would call back after 8 AM next day to advise when service back. (My friend doesn't have a computer, so I thought I would post this message for her.)
My friend is very upset that she cannot watch her television tonight (10:30PM Fri. 8/28/09) and doesn't know when service will be returned.
Anyone else having same problem? I think it is not nice for TW to have a telephone number and then be unable to get any other information other than a recording stating "service is OUT in your neighborhood."
TW states on one of their web sites: "Time Warner Cable representatives are available 24/7 - call 718-358-0900." But I don't believe that is true, because I also tried to contact someone and got the same recording my friend did.
We feel like we are in 'limbo.'

Service still out as of 11:00 AM Saturday, Augsut 29th. What is going on? Can't get anyone to speak to at TW.
