It doesn't matter who the landlord is of a particular residence. If the phone is in your name they can't call you. So unless your phones (cell or landline) are in your landlords name. Or for some even odder reason are listed along with yourself on your phone accounts. So that when the phone bill comes both your names are on it then they cannot call you. If some business told you that they were feeding you a turd sandwich. Believe me I've had businesses (A local carpet cleaners) try that with me and I've reported them to the FTC. -- "Sir SIR! We don't use DHCP servers. We only use IBM & Microsoft servers." From there my call to tech support went steadily downhill.

... agreed. It goes by phone number and the owner of that line.
Once on the list, standard rules apply. Change your address, name on the account, carrier, etc. and the number is free'd from the list and it has/must to be relisted again.
It has nothing to do with the address specifically.
