Could also be that AT&T is the last to roll these out. They were to have them in two test markets by the end of 2nd quarter (didn't happen) and were to have them nation wide by end of year (the odds are better at winning the lotto) and we don't know if AT&T will make the mins free or not.
No way in hell I would pay Verizon 200 bucks for the box and then have calls made on it bill against my min plan. What are they thinking.....
