Usenet access has almost always been a value-added service when at the ISP level. Yes there was a significant cost for the ISP to maintain the usenet server(s), but on a per subscriber basis the charge was insignifant enough that it's cost was just part of doing business. It's not all that different from personal web space, you get some but you aren't really paying extra for it. |
