Since you're an ISP, and you don't have a phone system, you really ought to be doing this on SIP, especially at startup. You'll avoid all the loop, port and EUCL charges ... and just pay for your minutes and numbers and E911 registrations. Otherwise, you're front loading your expenses on a term contract at retail rates before you have customer number one.
