Otherwise, you're front loading your expenses on a term contract at retail rates before you have customer number one.  You can get SIP arrangements with minimal commitments now, see how the marketing goes, see what your traffic patterns look like, and if the project takes off, then get the PRI for "free" local calling later.]]></description>
