At&t recently upgraded the Atlanta area...
Can't speak for NYC or NJ, but Atlanta was recently upgraded...
Before the upgrade I would get 2.5-2.8 Down/1.0 up/150 ms ping closer to Atlanta, and 1.5-1.7 D/0.8 u, 150-160 ping in my part of Metro Atlanta.
Now I get 2.5-2.7 D/1.2 U/102-106 ms ping in my area of metro (Haven't gone into Atlanta in awhile, so don't know how it is)
