You do realize it can take time to get rid of the old technologies and switch to new ones, right? 800/850 was being used by ATT and others for AMPS/TDMA for the longest time. They had to free up that spectrum & pull the plug on the older technologies in order to rollout 850 UMTS in many areas. And the rollout is not done yet.
