There's 2 reasons for this.

1. Business model - Most ISP's don't want home run Web servers/mail relays, etc.

2. There's a fixed amount of bandwidth in a DSL/Cable plant. Its simpler to 'assume' that this is primarily download, and dump multimegabit download and a lot less for upload. If you have a fixed 50Mbps capacity, its more efficient to design for 45Mbps/5Mbps than it would be for 25Mbps/25Mbps.
