That's obsolete if you have a national plan (which almost everyone does). Home areas are only applicable to the old regional plans, and even those included off-network (ie att and other GSM networks) within the home area. That .49/min charge was for outside of the regional plan home area.

Na, I manage a T-Mobile and in our area, all plans now include nationwide roaming.
