That's exactly the situation. I believe it's still the case, but at one time at least CSN Philly was only transmitted via microwave and fiber which allowed Comcast to prevent DBS providers from obtaining retransmission agreements. Another example is MSG HD that is withheld from some competing providers even though MSG SD is available. |
