That is their intent - to be a low-cost basic provider. I live in Panama City and Springfield is a suburb city here. They started the cable company years ago (about the time digital cable was rolling out) as a low cost option to its residence. They have no intention of being a full service provider.
We also have Knology as well as Comcast providing tv and ATT (Bellsouth) currently with DSL as well.
