Power cycle does not release the DHCP lease. That's an active process requiring the router to request the lease to be broken, not just drop offline. There is a "release" button somewhere in the status page of the actiontec I believe. Might want to find it and remember it for next time you have trouble, and try clicking "release" followed by "renew" a few moments later.

The IP Address is assigned to the MAC Address of your router. Raphion is right: If you intend to shutdown your router for any reason, and for any length of time, it is best to "release" your IP Address, so that the next time you start your router, it will grab an address that is available at that time.
