The copyright control agency, shakedowns have been in use long before internet access was widespread. Under the copyright rules the only way a business can play a radio, without violating copyright law, is through the radio's own speaker.

If a business connects a tuner to their public address system for background music they must obtain a license (Usually for about $25.00 Per Year) from the station they are rebroadcasting.

If a business is discovered to be rebroadcasting music through their public address system or music on hold feature of their telephone system the copyright cops will send them a demand letter. The letter is similar to the ones sent to persons downloading unlicensed music via the internet. Most businesses would simply pay the fee and write it off. Unfortunately ordinary citizens cannot write off such settlements.
