But there's a big problem with a site like this, just like other ISP outage sites. If DNS is out, how do you reach the site to check its status?

I'm not joking. There's nothing wrong with a tool to find out about ISP outages, but, for Web-based sites, if the ISP is down, you aren't going to be able to visit the site to see if there's a problem with the ISP or if it's something on your end, such as a modem that's died or that's had its MAC mysteriously fall off your account. A phone-based tool is better, except the damn thing has to be kept up to date, and it should be easy to reach. You certainly shouldn't have to get a CS rep to ask them if there's an outage in your area.

If just the DNS is out you can still get there if you know the address. Most routers are set up to allow for 2 or 3 DNS servers.
I use Open DNS then the closest Comcast DNS and if all else fails I can use a Level 3 server. I a floating the idea of putting one local on my network to speed things up even more.
