Recently I too have noticed a slowdown in the evenings. A few weeks ago I fied a complaint, where it was insisted that there were no issues, and the slow connections i was experiencing were off their network, and not their problem. Only after me being persistent and calling back, did the tech check the local area to find there were some issues in the area, and they had been working on it.
This has happened to me twice in the past.

I too have been noticing terrible latency during the evening hours, with disconnects intermittent as well. This is terrible, expecially with our phone going through them. We lose our phone service 2-3 times a night right now. I've called repeatedly, and the tech comes up during the day (when the connection is fine) and says nothing is wrong, 2-3 hours later (after 5-6pm) it goes to pot again. urgh.
