It's been a while since I've been a POTS tech and I have not worked on UVerse Voip, but I've seen RF interference many times.

I've seen it come from our plant. It was fixed by repairing any broken/missing bonds and grounds in the network. If that didn't work, an RF filter was installed in the NID. The only problem is that an RF filter will block ADSL service, so this was a last resort.

Sometimes the RF would come from cheap (untwisted) i-wire. Grounding spare pairs in the i-wire would sometimes stop the interference. If not, a filter would be installed behind the jack.

There were also the bad phones that would pick up radio. Only choice is to replace the phone.

Just read that they removed the old filters - see if you can find one and add it to the jack where the phone is. You may be picking it up in the house and the old DSL filter may have been blocking it.
