This will increase your ping times by a little bit, but in many cases it will help your SNR (noise margin) out a couple of decibels. In addition, it gives the line more error correction, so it helps out a bit with dropped/fractured packets.

Another option is to have a brand new NID installed, depending on the type you have currently. But to me your margins look to low.
The tech who fixed your old issue may have cut out bridge taps.

Losing 1 or 2 DB to inside wiring is about normal.

But at 15000 ft plus any cable pair issues, bridge taps, load coils, T1 in the same binder will cause some issues. A good tech can look at the tone spectrum and see what the issue is.

The attenuation is 55.5 at the NID, but the sync rate is more or less the same as the results I have been getting inside the house.

Is this anything that can be fixed?

I was lucky as well to get an upload sync not much higher than what you are currently at, the download speeds varied.

Are those stats taken from your modem's location inside the house? If so, try to get another set of numbers with your modem plugged directly into your NID. I have sometimes seen my modem sync up to 1600Kbit/s (and even stayed there for a few weeks without dropping!), but never at 1792. For a few months it's been around 1200-1400, which is actually quite a bit slower than the rates I used to get (it might also be worth noting that when I had DSL set up here in January, I was syncing at awful speeds until a tech came out and fixed it). That being said, here are my transceiver stats:
