Dry-Loop line dropped to partial sync for unknown reasons

I've been using dual MLPPP for a long time in a Condo, with one normal phone line+DSL and one Dry-loop.

Both lines could, or rather, used to be able to sync at 5Mbit and had some of the best signal ratios. However, just this month, the dry-loop line crapped out and can only partially sync now and barely getting 3Mbit. As such, I get 6Mbit total with bonded lines. I confirmed with Teksavvy support that the profile is still 5Mbit.

They advised me to check the physical line conditions, which I have done. I checked the jacks and the cable. From the box outside it uses two wires from an RJ-45 coming into my suite, into the distribution switch, and thereafter a long phone cable to my modem. Everything seems normal, and nothing has been physically done that could've damaged the wire or interfere with the signal (Unless someone screwed around with the box outside, but wouldn't that affect my normal line as well?)

Anyone know what else I can check for or what could've caused the dry-line affected to this extend?
