This is in fact true if there is no inside wiring issue, cross talk or AM/FM radio ingress or interference.
It is possible that FAX module in your machine in going bad??
If you have a computer with a internal FAX/Modem, you may want to test this to see how it works. It may be easier to take your FAX machine to a different location in the house to test or to take it to a neighbors to see if it really works outside the house .
I have seen some problems with newer "electronic" phones that do not have a passive speech network that have issues with FIOS POTS. The issue is not really a FIOS/POTS problems, but the fact there is no line dampening or capacitance due to thousands of feet of twisted pair wiring between your home and the local telephone central office. It is more a design issue with some of the newer "electronic" phone speech network.
If for some reason your Fax machine is having problems with the signal being presented by the ONT and you do not have any problems with inside wiring, then it is probably time to upgrade your Fax machine.
YMMV, hopefully this info will at least give you some ideas and things to try for testing.
