questions about pop, central office, & interconnectivity

considering that the big 3 main phone companies (qwest, verizon, at&t) all criss cross the US with their own copper cabling over telephone poles, thus providing network data and phone service to everyone. how do the smaller players connect to one another? i assume with fiber that's just buried underground?

and if the smaller telcos connect to each other with fiber, do they have their own central offices, or can they ONLY have what is considered to be a POP? which can ONLY be located within one of the big 3s central office? just some things that have always stumped me.

Any circuit over a few miles these days is fiber regardless who owns them.

There are many small phone companies. Customers are typically served by copper with fiber used between switching centers and to connect to long distance carriers. Works just like the larger companies but on a smaller scale.

Competitive local exchange carriers (CLEC) typically rent copper circuits owned by major phone companies, under a FCC ruling called unbundled network elements. Switching may be collocated in same building or in their own structure.
