Well, to some extent.. But if an ISP offers an additional service as part of the contract, imo it should be to spec.
By the way, I also do not believe this is intentional. I have never known Qwest to drop packets, not even P2P, and as I said before, this looks like a misconfigured DNS installation.
Hopefully someone at Qwest will see this thread if the complaints keep up and it can be fixed. It would be nice if there was a way to tell them directly, but as I said before they seem to shield themselves behind foreign tech support... (Which is, of course, more or less the standard now.)
