It's not that hard to have a universal CDMA/GSM chip, I don't know why they didn't do this instead of having 2 versions.
Not difficult to have, but they probably saved a good chunk of money going with an exclusive chip. Although, I have a "World Edition" BlackBerry now, and it does not seem to be any more expensive than my CDMA-only BlackBerry that I had before.
