Couldn't this be done by adding a few questions to the upcoming census? 1) Is DSL available at your residence? Yes/No/Don't Know/Don't Care 2) Is cable broadband available at your residence? Yes/No/Don't Know/Don't Care 3) Is FIOS broadband available at your residence? Yes/No/Don't Know/Don't Care The questions could be phrased better but a wordsmith should be able to make the clear enough for the average Joe.
