SP1 is 'all-inclusive' I believe, so there should be no requirement to already have 1.1 installed.
I'd imagine uninstalling 1.1 would take the hotfix with it, but I couldn't say definitively.

I wouldn't try reinstalling anything 1.1 or 1.1 SP1 related unless I came across something that told me it required it.
I have personal experience myself (re: your first link) with having to reinstall a .NET in order to get it functioning properly.
.NET has somewhat of a history of being persnickety; one of the reasons why I suggest not even installing any particular version unless specifically needed.
You were correct. Removing 1.1 also eliminated the old hotfix. I reinstalled 1.1 (sorry, had to try!), then 1.1 SP1, rebooted, ran Microsoft Update, selected KB953297...and...
