[VPN] RV016 problems with PPTP VPN connectiong seeing devices

I have 1 RV016 and several RV042s in a VPN hub and spoke arrangement (gateway to gateway) with the RV016 at the center.

The Rv016 has 2 WAN ISPs, the VPN is configured through the 2nd ISP.

All connections appear to connect fine.

I also connect to the central RV016 using a PPTP connection from a Windows (XP, Vista, 7) PC, through the ISP 2 connection. This works fine. From this PC I can connect to several devices (through http interfaces) located at the branches. However, I can't "see" most http devices in the LAN where the RV016 is. I can see and log into the router, but not other devices. The browser just hangs when I use the IP address of the devices (network printers, NAS, etc).

Here is the oddest thing: if I ping the non-responsive ip address, I get a response. ??? And after that ping, I can now see the device through the browser (http). It is as if the ping establishes the connection where the browser couldn't.

I have power-cycled all the devices. This is a relatively new problem, so I get the sense that something is not stable.

I am running in Intelligent Balancer mode, with some protocol binding entries. I don't have a DNS server, but all my connections are strictly ip.

Do I need to bind the VPN protocols?

WAN 1 (ISP 1) bindings:

HTTPS [TCP/443~443]->192.168.254.0~0(0.0.0.0~0.0.0.0)

SMTP [TCP/25~25]->192.168.254.0~0(0.0.0.0~0.0.0.0)
HTTP [TCP/80~80]->192.168.254.0~0(0.0.0.0~0.0.0.0)
HTTP Secondary [TCP/8080~8080]->192.168.254.0~0(0.0.0.0~0.0.0.0)

There are no bindings for ISP 2.

Any ideas would be much appreciated.
