I believe there is also a setting that allows you to have your Google Voice number use its own caller ID number instead of the other party's caller ID number when it sends calls to you (inbound). Activating this feature would make all incoming calls from your Google Voice number "free".
Hence, "free" unlimited outgoing and incoming calls are possible. You just lose the ability to see who's calling you on an inbound call, since all it would show is your Google Voice number.
