Capped With Rapidshare

ModdTaco posted : So ever since I switch from DSL to Cable My Rapidshare downloads have been capped to 130kb/s if downloading a single file and 60 - 80kb/s if downloading multiple files. All other downloads from normal sites like microsoft download usually at my 1MB/s speed. Does anyone know why this would be? It was fine on DSL and is fine when using my friends DSL line through teksavvy but my cable line wont let download at the speed I should be. Is anyone else having this problem. If not how can I solve it. I do have a paid account and have been using RS for a very long time so I know this isnt normal. It's been this way since I set up my account with rogers.
