Late February now, and service has degraded even further than before. Some days, I'm OK, but the last four days or so have been downright horrible. Latency over 200ms almost constantly, and frequently the modem disconnects altogether for 5-10 seconds at a time. This morning I was averaging 55% packet loss, download speeds fluctuating between 25kb/sec-125kb/sec, (normally 15mb/sec). Uploads, when I don't get connection timeouts are around 10kb/sec - ie slower than dialup speeds.

When I called RR service today to report the issue, what had to be the worst phone tech I've ever spoken with tried to go thru all the basic troubleshooting steps, except he didn't know the difference between a coaxial and cat-5 cable, and all the time was trying to tell me that my router was failing even though it wasn't even connected to my machine at the time.
I'm guessing that he was in an overseas call center somewhere, since part of the conversation was asking if "today was still Friday" where I am (this was at 10:30AM CST).
After about an hour of this, he finally escalated the call to a service tech who took about 5 minutes before dispatching a service tech to come out tomorrow morning. When I mentioned to him about the overcapacity issues in our immediate area, and told him that previous service techs had assured me that they were doing frequency switchovers to alleviate bandwidth, he said that the neighborhood I'm in is supposed to switch over to DOCSIS 3.0 and 50-100mb/sec speeds by the end of next week. I questioned the accuracy of this as (a) I've been lied to before by RoadRunner techs and (b) there has been no announcement of DOCSIS 3.0 for the Dallas marketplace - we knew about both 10 and 15mb/sec tiers and Turboboost months ahead of rollout. He couldn't explain the discrepancy.

About 2 weeks ago, evening service had gotten so bad that I was unable to surf the web at all for several hours at a time. I called TWC to express my concerns about the issue. I actually got a level 3 tech who ran some basic diagnostic tests to my modem to see where the breakdown was occurring, and he concluded that it definetely was the local hub servicing my area, and would be sending a tech out within 48 hours (in this case a Sunday evening) to try to isolate the problem.

Fast forward to Sunday - The tech calls, and asks me to check the downstream channel frequency on my cable modem.

615Mhz.

Field tech says no service call is necessary, that frequency is in process of being switched over because of RR massively overloading capacity, and it should be completed by the first week of the new year. As of today, my modem D/L frequency hasn't changed over but I'm still within the stated timeframe.

if it is uverse it will work not so good. the gateway goes out if just barely touch it. my family has the 6/1 tier and only gets 3/1 during non peak hours. I personally have att dsl 6/768 and get 5.1/650kb up. I have time warner cable for tv only.

I mean come on, measure ONLY in your internal network?? If you *don't* have it tweaked to perfection, it would be a disgrace. However, for REAL WORLD performance, how about testing against major destinations OUTSIDE your own network, as SPEEDTEST.net does?

No FiOS in my area, but definitely going to be investigating U-Verse now.

Any other potential service providers that I should consider?

The tech that came out removed a filter and improved the signal marginally. It didn't help with the issue.

I swapped out my modem with Time Warner to a new one. Same problem.

Basically it's slow when all their customers are actually home from work and using their connection.

I'm in North Dallas, and during the daytime and late evenings I consistently have full 15/2 connection with no problems at all.
However, between 7pm-11pm my connection quality is total garbage. 400ms+ latency, 20%+ packet loss and usually about 400kb/sec up/down.
I tried calling RR for support, but the two times I called the tech didn't even attempt to troubleshoot issue beyond saying to cycle the modem and saying he would send a tech during the afternoon the next day.
