FCC not voting on rules tomorrow

"While the United States FCC prepares to vote to likely approve new network neutrality rules tomorrow.."

Tomorrow's vote is on a document called a Notice of Proposed Rulemaking. All it does is start the official process for adopting rules. The final vote, if it comes, won't be until next spring at the earliest.
