I would bet that they are getting pressure from not only Hollywood but the ISPs. The ISPs are doing everything possible to prevent them from becoming just a dumb pipe (which is what they need to be).

reply to Lazlow Both content providers and the owners of said content want to retain as much control as possible in order to make the most money possible. They certainly don't want me watching the latest movie via Netflix when they offer the same thing via Video On Demand or similar service at quadruple the cost.
